The quality of addressing conditions the operation of many services, both public and private: emergency services, connection to water and energy networks, mail distribution, deliveries, deployment of fiber optics, collection of household waste, assistance with travel by geo-navigation.
The National Address Base (BAN) is a shared national repository of the geographical positions of more than 25 million addresses on the French territory. It is the open database of addresses officially recognized by the administration. It guarantees all citizens the possibility of having geographic information allowing, for example, emergency services to go to the right place or to carry out a cartographic analysis.
In a logic of deployment, the BAN is now transferred to the IGN, which continues its collaboration with the interdepartmental digital direction.
A "local address database" (LAB) in each municipality
The "3DS" law of February 21, 2022 (Law on differentiation, decentralization, deconcentration and various measures to simplify local public action) requires all municipalities to create a "local address database" (BAL).A Local Address Database groups together all the addresses of one or more municipalities and is published under their responsibility.
Municipalities, regardless of their size, are solely responsible for the creation and management of addresses including a street name and number.They are required to provide their addresses in the standardized BAL format so that they can be integrated into the "national address database" (BAN).
This provision aims to put an end to the multiple existing address databases in favor of a single "geocommon" open to all.
At the beginning of August, 12,238 municipalities were covered by a Local Address Base, including just over 9,255 in the Local Address Base format.By 2024, all municipalities should manage their addresses via the local address database.
Commitments and a charter
The Charter of the Local Address Base brings together organizations that prefer the Local Address Base format and are committed to governance.The challenge for the municipality, the authority responsible for the address, is to identify a contact person who can assist it if necessary.
The partner organizations present the Charter on their website and respect it. These organizations are also committed to respecting the " Tell us once" principle of the address. They are listed as trusted third parties on this site.
While municipalities are now in the front line for creating addresses, open governance has been established. An "Adresses Lab" group of address users has been created to make proposals for change.
In September 2020, the ANCT launched the state-owned startup "Bases Adresse LocaleThe ANCT launched in September 2020 the startup " Bases Adresse Locale ", incubated within the Incubateur des Territoires, in order to support municipalities in the creation of Local Address Bases.
